Bill 109 was passed by the Province in April 2022. It changes oversight responsibilities and timelines for which a decision must be made on Official Plan Amendments, Zoning Amendments, and Site Plan applications—requiring municipalities to refund application fees if a decision is not made within required timelines.  The City of Ottawa is working to identify and implement changes to its policies, bylaws, and procedures to comply with the Province’s direction in Bill 109. It has also launched a new web page which gives the latest news and updates on major bills, including Bill 109, and their impact on City business.
